RTSA Provisional License Guide: How to Apply, Book Online and Pass

Quick Summary
-
Cost: K45.00
-
Validity: 3 Months
-
System: ZamPortal / RTSA E-Services
-
Required ID: National Registration Card (NRC)
Step 1: The First Move (Medical Certificate)
Before you even touch your computer, you must visit a Government Health Institution (e.g., UTH, Levy Mwanawasa, or your local District Clinic).
-
The Exam: Ask for a “Driver’s Medical Examination.”
-
The Fee: You will pay a small fee at the hospital. Keep the GRZ receipt.
-
The Document: The doctor will give you a signed Medical Certificate. You cannot sit for the theory test without the original physical copy of this paper.
Step 2: Starting the Online Application
-
Login: Go to eservices.gov.zm and log in with your ZamPass.
-
Find the Service: Search for “Provisional Driver’s License (First Timer).”
-
Fill the Form: * Select your Service Station (e.g., Mimosa, Ridgeway, or Silverest).
-
Choose your Driver’s Class. Most people start with Class B (Manual/Automatic cars) or Class A1 (Motorbikes).
-
-
Digital Signature: Enter your 4-digit ZamPass PIN to “sign” the form legally.
Step 3: Beating the Booking System
This is the hardest part. RTSA slots fill up almost instantly. Here is how to win:
-
The Refresh Rule: RTSA usually updates the calendar for the following week on Monday mornings. Check the site between 05:00 AM and 08:00 AM.
-
The Highlighted Dates: You can only click on dates that are brightly highlighted on the calendar. If it is grey, it is fully booked.
-
Alternative Stations: If Lusaka (Ridgeway/Mimosa) is full, check Chisamba or Kafue. Sometimes a short drive saves you a month of waiting.
Step 4: Payment and Printing
Once you book your slot, you must pay the K45.00 fee immediately.
-
Payment Methods: Use MTN MoMo or Airtel Money for the fastest confirmation.
-
The Downloads: After payment, you will see two files: Payment Receipt and Action Notice.
-
Crucial Step: Download these to your phone, but you must print them. RTSA officers often refuse to look at your phone screen; they want the paper copy for their files.
Step 5: Test Day Checklist
Do not be late! If your test is at 09:00, be there by 08:00. Carry these four items in a folder:
-
Original NRC (No photocopies).
-
Original Medical Certificate (From the doctor).
-
Printed Payment Receipt (From ZamPortal).
-
Printed Action Notice (Showing your booking time).
Quick Tip: If you fail the theory test, you don’t have to pay for a whole new license. You only pay a “Re-sit” fee. However, if you pass, your Provisional License is issued instantly to your ZamPortal account as a PDF.
