How to License a Driving School in Zambia: A Step-by-Step Guide

For entrepreneurs looking to enter the transport education sector, establishing a licensed driving school is a process that balances corporate compliance with strict safety standards. Regulated under the Road Traffic Act No. 11 of 2002, this service is now fully integrated into the ZamPortal (G2B) ecosystem, allowing organizations to manage their applications digitally.


Corporate Eligibility & Physical Requirements

Unlike individual licences, a Driving School Licence is issued to an Organization. You must ensure your business meets both the documentary and physical infrastructure standards before applying.

The Digital Application Workflow

1. Organization Authentication

Access the portal via pass.gsb.gov.zm.

  • Note: Even for organizations, the application is initiated by an authorized representative using their ZamPass credentials.

  • 2FA Security: Complete the identity verification using the OTP sent to the registered mobile/email.

2. Service Selection

  • From the ZamPortal Service Directory, locate “Driving School Licence”.

  • Click “Apply for Service”.

  • The system will pull your organization’s data. Ensure the company name and TPIN details are correct.

3. Uploading Statutory Documents

You will be required to attach digital copies of your compliance dossier:

  • PACRA Documents: Certificate of Incorporation.

  • Vehicle Data: Scanned Registration Books and Insurance Certificates.

  • Staff Records: Certified copies of your instructors’ RTSA certificates.

  • Pro Tip: Ensure all scans are clear and in PDF format. Blurry documents are the leading cause of application rejection.

4. Digital Signing and Payment

  • Review: Preview the completed application form and sign it digitally.

  • Invoice Settlement: A fee of ZMW 396 will be generated.

  • Payment Channels: Pay online via Airtel Money, MTN MoMo, Zamtel Kwacha, or Visa/Mastercard.

  • Receipting: Download your Payment Receipt and Action Notice immediately.

5. Physical Inspection and Final Issuance

  • The Site Visit: RTSA will coordinate a physical inspection of your premises and fleet to verify safety standards (e.g., the “fourth pedal” installation and red-painted registration marks).

  • Instant Issuance: Once the inspection report is uploaded by the RTSA officer, your Driving School Licence is issued instantly through the portal.

The fees are governed by SI No. 41 of 2015 and subsequent fee unit adjustments.

Compliance Reminder

A Driving School Licence is valid for three (3) years. It is a violation of the Road Traffic Act to conduct driving lessons if the licence has expired or if you are using instructors whose individual certifications have lapsed.
